The goal of this scam is to make you believe that you're under investigation by the Federal Bureau of Investigation, so you'll open the attachment (which undoubtedly contains a virus and/or spyware).

The good news about this scam is, it's not very well designed...it doesn't even look like a real PayPal message. So, it's only likely to catch people new to the PayPal system. Beware of these kinds of emails. Never click links in emails; you know PayPal's web address...type it directly into your browser!
